You can go into the System Manager UI and select Routing -> Adaptations -> and then select the module where the calls are coming from or going to. (i.e. once a call has entered the SBC you can do digit conversion to say pattern "+" with number of digits in Min and Max fields [if you get 11 incoming, but it could be 7 for a local call you would put "8" in Min and "12" in Max, delete digits "1"] and put in the direction of the call). You will need to try this out to see what works on your system. It depends on what the carrier is sending you.
