It may only work if there is also an administrator password set.
However, as far as I can work out from the 46xxsettings.txt file listing (https://support.avaya.com/tsoweb/46xxsettings/27072022/46xxsettings.txt), for Workplace that only applies when it is running on an Avaya Vantage phone.
(If that is the case, I suspect all that you can do is use the settings check interval setting to make the phones regularly reload the settings file so as to overwrite any user changes - but I accept that's less than ideal)
