If you continue to get rejections that you think shouldn't be an issue, your next step might be your local "Public Utilities Commission," which is responsible for the administration of local number portability between carriers within the state. Often times if you are stuck in a situation like this, simply filing a complaint with them is enough to get all the parties on the phone to work out how to get to the next step.

Subject: Fusion Connect porting problems
Hello All,
We've been trying to port 2,000 numbers from Fusion Connect to AT&T for a few months now. AT&T keep getting rejections. It looks like there are now 4 LECs carrying numbers on behalf of Fusion - perhaps after bankruptcy in 2020.
Has anyone else experienced issues like this? We've been contacting AT&T and Fusion for several weeks (months actually) and don't know how to get this fixed.
We can't get CSRs from the LECs - didn't even know about this until the porting mishaps.
