H.323 as a protocol does support URI dialling, lookup "Annex O". However the intention of adding URI dialling was most likely aimed at SIP. If you find an error in the documentation please report it to the InfoDev team. There is a link in bottom of each document.

After lots of research I found out Avaya documentation is wrong and H323 don't support URI dialing feature.
URI dialing is SIP inherent feature.
