This problem is caused by a defect in Windows 10, v1809. Microsoft is working on a fix.

Theoretically the fix has been released, but I didn't see anything in the MSDN social forum saying the fix worked, anything in the Microsoft KB saying the fix applies to this problem, or any feedback from the field services team at my company saying that tests with this fix and AACC RTDs were successful.
If this works for you, please reply to this thread (as I indicated, I'm still waiting from confirmation from internal resources that this worked. We're not converted over to Win10 yet, and I'm still on Win7, so it's impossible for me to do any testing myself.)
