Is the default value used for settings which are commented out in the 46xx settings file or are those settings ignored altogether?

Any line that does not begin with "SET ", "IF ", "GOTO ", "# " or "GET " is treated as a comment.

Unfortunately I think the answer will be "it depends on the client using the file". If the settings file doesn't tell the phone or application the value for a setting, it will be down to whatever the developers have coded as the default behaviour in the phone or application software.
