I do not know specifically about elastix, but you may want to do a SIP trace on the connection to determine if the DTMF tones are being sent In-Band or Out-of-Band. Then you will need to see what the elastix system expects and make the change on the appropriate trunk.

Subject: avaya to elastix
I have been tasked with connecting our Avaya pbx 5.2.1 to a Elastix PBX for voice mail only. I can get a call to Elastix leave a voice mail in elastix I can get the email to send. My issue is when I want to press 0, 1, or 2 when in the elastix voice mail from my Avaya phone it will not transfer out to the said numbers configured in the options
