Let me begin with a clarification. SIP phones do not register to CM; they register to Aura Session Manager (ASM). To make the point more emphatically, SIP phones never have (and never will) communicate directly with Communication Manager (CM); all their SIP requests go through ASM.
Avaya did produce a Step-by-Step guide for configuring a SIP phone so that it can get features from CM. Unfortunately, the latest one that I can find was for Aura 6.2. You can find it at the URL below.
https://www.devconnectprogram.com/fileMedia/download/ee188481-d1b8-452c-8e25-90b607408d01There are a few changes/additional steps between 6.2 and the version 7.1 that you are using. One of the biggest changes is when you add ASM as a SIP Entity, (Elements >> Routing >> SIP Entities) you need to configure Listen Ports. Specifically, you need to add a Listen Port & Protocol & SIP Domain that your SIP phones will use to communicate with ASM. (e.g. 5061-TLS-training.com). Then you need to add a checkmark in the Enable Endpoints column.
When you need some more (geeky) background information, download the document: Implementing End-to-End SIP Vol 1: Endpoint Deployment
https://downloads.avaya.com/css/P8/documents/100154012Its sibling document is:Implementing End-to-End SIP Vol 2: SIP Telephone Signaling and Dial Plan Options
https://downloads.avaya.com/css/P8/documents/100182873Note that if you ever give an endpoint a choice of TLS and TCP (and similarly HTTPS and HTTP), the endpoint will always choose the most secure solution. That means your TLS Certificates have to match, which in turn means you need to have carefully distributed the Certs everywhere. In other words, if your Cert solution is not robust, do not offer the opportunity to use TLS or HTTPS. Where this could be a problem is: in the DHCP Option 242 settings, in the 46xxsettings.txt File, and in the ASM Listen Ports.
I hope that helps.
