Got myself in a tiz and now can't work out why outbound dialling not working

Direct number comes into switch to VDN A if option is chosen goes to VDN B.  VDN B has route to step for external number.

If I dial the DDI the trace gives me denial event 1751 no ars
    part of trace

         19:15:55 140 1 route-to number 902038207721 cov n if unconditionally

         19:15:55     term vector 140     cid 0x179c

         19:15:55     denial event 1751: No AAR/ARS route pat/pref D1=0x8300e6 D2=0x90000

         19:15:55 140 2 stop

However if I dial VDN A from my station then call forwards out no problem at all
    part of trace

        19:17:33     dial 902038207721# route:ARS

        19:17:33     route-pattern 38 preference 1 location 17/ALL cid 0x1a15

        19:17:33     seize trunk-group 232 member 29   cid 0x1a15

so the ARS is defo there.  I have put the full number in location 1 and run an ARS route chosen and all looks good.  There is something blocking but cant see where - have set the COR so Call party restriction set to none

Deep insights or obvious gotchas welcome

    thanks

Check to see that at least one of either the inbound trunk or outbound trunk has disconnect supervision enabled.  Also check to see if trunk to trunk transfer is allowed on system features.  CM won't route an inbound trunk call out another trunk unless it can be certain that disconnect supervision is present.
