Change public 10-digit number to private 5 digit

We have a decent sized PBX spread over about 50 locations. It has
come to our attention that some users are still dialing outside
numbers 9-XXX-XXX-XXXX or 9-1-XXX-XXX-XXXX to reach stations
internal to the PBX (some with long distance charges incurred).
Does anyone know an easy way to strip off all but the last 5 (the
extension), and keep the call on-net?
Any help will be greatly appreciated.
